Structural Findings

The tier between Verified and Inferred. Each finding here is derived from at least two independently verified facts via explicit, replicable logic. Every published number can be reproduced on demand by re-running the stored query — if the query no longer returns the published value, the finding auto-flags itself as stale.

Structural findings are not opinions. They are mechanical observations about the documented record. The "Steelman" section on each finding gives the strongest benign interpretation; the "Sensitivity" notes describe what would falsify the pattern.
