Research Findings

Based on extensive research of Singapore's Payment Services Act 2019 consultation process, no evidence was found that MoneyHero (then operating as CompareAsia Group) or its Singapore subsidiary SingSaver participated in the formal regulatory comment period conducted by the Monetary Authority of Singapore between April 2019 and January 2020. The research examined parliamentary records, MAS consultation papers, response documents, and public submissions but found no trace of formal submissions from these entities. Notably, SingSaver did obtain an insurance brokerage license from MAS in December 2019, demonstrating active engagement with Singapore regulators during this period, but this was separate from the Payment Services Act consultation process. The absence of participation in the regulatory consultation is particularly notable given that the Payment Services Act directly impacts financial comparison platforms and payment service providers operating in Singapore, which would include SingSaver's business model. However, the lack of Hong Kong regulatory oversight suspension during 2019-2020 that might have prompted Singapore regulatory engagement could not be confirmed through available public records.
